Erich Mendez - President
Erich Mendez - President
As the President of BlueWater, Mr. Mendez is directly responsible for operations and service delivery of all client solutions. He provides a hands-on approach during critical transition and implementation periods to ensure a smooth and seamless continuation of contract services. He previously served as the CEO for Aerient and President for American Operations Corporation, where he built and managed federal business activities in the areas of information technology and network integration. Throughout his 20-year technology career, Mr. Mendez has held additional senior-level and management positions with AT&T, CellularVision, and Metromedia Fiber Networks. He holds a B.S. in Electrical Engineering and Mathematics.
Mike Carr - VP
Mike Carr - Vice President, Capture & Solutions
Mr. Carr is a seasoned business development and capture professional with over 30 years of experience in business development, capture, solutions, and operational roles. He is an active member of the Global SOF Foundation, AUSA, and other defense industry organizations. A DC-metro area native, he holds a Bachelor’s degree from the University of Maryland, College Park, and is Shipley University certified.
Carla Nixon - VP
Carla Nixon - Vice President, Business Development
Ms. Nixon has over 28 years of experience in the Government contracting space and serves as Director of all BlueWater proposal development activities. Previously, she served as a consultant at a premier DC-area business development consulting firm, driving proposal development efforts for an array of large, mid-size, and small businesses both in the National Capital Region and across the country. She holds a B.A. in English from George Mason University.
Carrie Carter – VP
Carrie Carter - Vice President, Corporate Operations
Ms. Carter brings more than 25 years’ experience in contract Finance, Project Control and Business Operations serving the Federal Government. As a part of BlueWater for 17 years, she has been integral to the company’s continued growth and evolution. Ms. Carter’s long-standing, trusted relationships with customers and staff are critical to our successful contract performance. As the Vice President of Corporate Operations, Ms. Carter oversees Quality, Security, Recruiting, Contracts and Project Control functions.
Scott Rieger - VP
Scott Rieger - Vice President, Customer Operations
Mr. Rieger brings over 20 years’ experience in the DoD and Federal Agency market, overseeing a varied enterprise IT, command & control, logistics, development, and operational mission-related portfolio. He leads day-to-day program operations and champions continuous improvement, ensuring outstanding performance, service delivery, and customer satisfaction across all BlueWater programs while also supporting Business Development and Corporate Initiatives. A U.S. Navy veteran, Mr. Rieger also held leadership roles at Northrop Grumman and the Joint Staff prior to joining BlueWater. He holds a BS in Management Information Systems from the University of Tampa and is a certified PMP.

Ernest FrempongBoye - Sr. Contract Manager
Mr. Boye has over 10 years’ experience in contracts management with the Federal Government. He has extensive in-depth knowledge and experience of legal requirements, acquisition programs, negotiations, and contract management processing. Mr. Boye has demonstrated expertise with protocol and precedence, structure, regulations, directives and policies in Government contract management which is an example of our organizations commitment to producing high quality results. When he’s not building and maintaining powerful business relationships, Ernest enjoys helping others meet their physical goals through his personal training company HelloSpotter.
Anatoly Mendelson - Director
Anatoly Mendelson - Corporate Director
Mr. Mendelson leads BlueWater’s DOE Office of intelligence and Counterintelligence program ensuring outstanding mission performance and delivery for our customers. He has over 20 years’ experience in mission focus areas including Infrastructure and Data Center support, Operational Mission Support, Enterprise IT, and Program/Portfolio Management. He holds a BS in Computer Science from the University of Maryland, MS in Information Systems and Telecommunications from John Hopkins University and is a certified PMP and CISSP.
Scott Penland - Director
Scott Penland - Corporate Director
As Corporate Director, Mr. Penland brings eight years of experience at BlueWater managing program operations and IT implementation for the DoD. A 21-year U.S. Navy veteran, he has served as a Country Interoperability Manager and Program Manager, leading complex projects and driving innovation. Over his tenure with BlueWater, he has mentored employees, contributed to capture and proposals, and facilitated the successful takeover of some key contracts. In his current role, he oversees BlueWater’s DoD contracts. Mr. Penland holds a B.A. in Economics from Northwestern University, an MBA from St. Leo University, and is a Project Management Professional (PMP).
