Brian Nault - President

Brian Nault - President

Mr. Nault is an Executive with Tetra Tech and serves as the President of BlueWater Federal Solutions, Inc, a wholly owned Business Unit. At BlueWater, he leads corporate strategy and business development leveraging over 35 years of professional experience in the finance, information technology and Federal government contracting sectors. Mr. Nault has led BlueWater for the past 16 years and is designing and  implementing successful strategies for defense and national security clients. Mr. Nault also serves as Executive Vice President of American Tech Solutions, LLC, a Tetra Tech Mentor Protégé Joint Venture held with American Operations Corporation (AOC), where he provides direct oversight and engagement with with AOC as the Tetra Tech Executive supporting the Mentor Protégé JV.

Prior to BlueWater, he worked as an executive manager for the Ford Motor Credit Company. Mr. Nault also serves as Chairman of the Board of Directors for the National Spine Health Foundation, a nonprofit dedicated to spinal health care research, education and patient advocacy. He holds a B.S. in Business Administration.

Erich Mendez - COO

Erich Mendez - Chief Operating Officer

As the COO of BlueWater, Mr. Mendez is directly responsible for operations and service delivery of all client solutions. He provides a hands-on approach during critical transition and implementation periods to ensure a smooth and seamless continuation of contract services. He previously served as the CEO for Aerient and President for American Operations Corporation, where he built and managed federal business activities in the areas of information technology and network integration. Throughout his 20-year technology career, Mr. Mendez has held additional senior-level and management positions with AT&T, CellularVision, and Metromedia Fiber Networks. He holds a B.S. in Electrical Engineering and Mathematics. 

David Simon - VP

David Simon - Vice President, Growth

Mr. Simon supports the President in the development and execution of BlueWater’s Growth Initiatives. He brings 20 years of public and private sector experience and is an Army veteran who served as an Intelligence Officer. He was the General Manager of a $200M P&L for the Americas – Big Data and Analytics at a Fortune 200. While working at a Top 25 Federal Contractor, Mr. Simon successfully developed and led capture on billion-dollar contracts across the DoD, IC, and Fed/Civ market. He has consulted globally in multiple sectors working with C-Suite Executives across the Global 1000 to provide winning new business strategies. He is also known for his unique style that comes from his time as a Professional Soccer Referee in Major League Soccer (MLS) and the NCAA.

Carla Nixon - VP

Carla Nixon - Vice President, Business Development

Ms. Nixon has over 21 years of experience in the Government contracting space and serves as Director of all BlueWater proposal development activities. Previously, she served as a consultant at a premier DC-area business development consulting firm, driving proposal development efforts for an array of large, mid-size, and small businesses both in the National Capital Region and across the country. She holds a B.A. in English from George Mason University.

Carrie Carter – Director

Carrie Carter - Director, Corporate Operations

Ms. Carter brings more than 20 years’ experience in contract Finance, Project Control and Business Operations serving the Federal Government. As a part of BlueWater for 15 years, she has been integral to the company’s continued growth and evolution. Ms. Carter’s long-standing, trusted relationships with customers and staff is critical to our successful contract performance. As the Director of Corporate Business Operations, Ms. Carter oversees Quality, Security, Recruiting, and Project Control functions that support management and operation of a contract portfolio averaging over $70M per year.

Ernest FrempongBoye - Sr. Manager

Ernest FrempongBoye - Sr. Contract Manager

Mr. Boye has over 10 years’ experience in contracts management with the Federal Government. He has extensive in-depth knowledge and experience of legal requirements, acquisition programs, negotiations, and contract management processing. Mr. Boye has demonstrated expertise with protocol and precedence, structure, regulations, directives and policies in Government contract management which is an example of our organizations commitment to producing high quality results. When he’s not building and maintaining powerful business relationships, Ernest enjoys helping others meet their physical goals through his personal training company HelloSpotter.

Quincy Land - Director

Quincy Land - Director, Operations

Mr. Land provides leadership and oversight for BlueWater’s Defense Information System Agency’s (DISA) Programs. A proven leader, he provides technical and program leadership using over 38 years of experience supporting the Military and DoD Information Technology Programs. In his role at BlueWater, he is leveraging his expertise in program management, change management, systems development life cycle management, talent management, subcontract management and customer relationship management. Mr. Land is a retired Marine Gunnery Sergeant and a Lean Six Sigma Black Belt; he posesses a B.S. in IT and a M.S. in Management.

Anatoly Mendelson - Director

Anatoly Mendelson - Director, Operations

Mr. Mendelson leads BlueWater’s DOE Office of intelligence and Counterintelligence program ensuring outstanding mission performance and delivery for our customers. He has over 20 years’ experience in mission focus areas including Infrastructure and Data Center support, Operational Mission Support, Enterprise IT, and Program/Portfolio Management. He holds a BS in Computer Science from the University of Maryland, MS in Information Systems and Telecommunications from John Hopkins University and is a certified PMP and CISSP.

Scott Rieger - Director

Scott Rieger - Director, Operations

Mr. Rieger leads and oversees several of BlueWater’s Department of Defense (DoD) and Federal Agency Programs from the company’s Tampa, FL office, ensuring outstanding mission performance and delivery for our customers. He has over 19 years’ experience within mission focus areas that include Command & Control (C2), Intelligence, Joint Operations, Operational Mission Support, Enterprise IT, and Agile Development.  In his role, he also assists with the company’s business development efforts. He holds a BS in Management Information Systems from the University of Tampa and is a certified PMP. Prior to joining BlueWater, Mr. Rieger was a Sr. Command & Control Specialist at Joint Staff and previously an Intelligence Professional in the U.S. Navy.
